Hosted by the Police Officers’ Association of Lodi, the annual Fill the BATT campaign collects donated toys to give to underprivileged children in Lodi for the holidays.

This year’s campaign begins on Saturday from 11 a.m. to 1 p.m., with the SWAT Team’s BATT armored vehicle parked at the Walmart lot located at 1600 Westgate Dr. From 2 to 4 p.m., the BATT will be located in the Lowe’s lot, located at 1389 S. Lower Sacramento Road.

The Lodi Police Department plans to schedule several additional times and locations to collect toys throughout the month of December

Elgin, Illinois, residents get up-close look The Armored Group BATT

"The overtime killers" is what the Elgin Police Department's SWAT team has dubbed its most effective pieces of equipment — the Ballistic Armored Tactical Transport and accompanying robot cameras.

When the ballistic truck — BATT — rolls up to a hostage situation, standoff, or warrant arrest, less-than-cooperative suspects often give up immediately, said Elgin Police Sgt. Jim Lalley.

Four residents got to see BATT and the robot up close this week as part of "SWAT for a Day," an event offered to local nonprofits looking for auction items in fundraising drives.

At the Community Crisis Center's annual gala last spring, the package was the subject of a bidding war between Scott Budd and Glenn Murphy. When Budd won the bid — a present for his son Justin's birthday — he invited Murphy and Mark Seigle to come along.

SWAT for a Day groups watch for an hour of the all-day training. Participants wear ear protection because officers were using live fire while practicing sweeping hallways, classrooms and offices for "active shooters."

The officers aim at steel-backed shooting targets placed throughout the building while practicing throwing flash-bangs into rooms and looking for both suspects and civilians.

The training regimen and the department's equipment were chosen by Chief Jeff Swoboda and the city council following an armed standoff in February 2007, Lalley said. A man holed up in a Chicago Street house kept officers at bay for nearly 28 hours before shooting himself.

The city purchased BATT in 2011. Its radio-controlled unit has cameras that can both climb or descend stairs and allow officers to talk to a suspect remotely, he said.

In other training, Elgin SWAT was taught how to use small explosives to break down doors without injuring those inside a room by the Las Vegas Metro Police's SWAT team and by the federal Department of Homeland Security. Elgin is one of the few departments in the state trained for "explosive breaching," Lalley said.

The four men watching training in SWAT for a Day asked questions about the types of guns and equipment officers carry when called out for emergencies. Lalley also explained that their first concern is for the lives of any hostages and civilians. Concern for officers comes next, followed by the suspects.

Training allows officers to make calm, rational decisions in any high-stress situations they may face, Lalley said.[/vc_column_text][/vc_column][/vc_row]

The Potter County sheriff wanted to let people know there’s a new armored truck in town.

On Thursday, Sheriff Brian Thomas and deputies unveiled a new, $250,000 armored personnel carrier that Thomas said would bring his office up to speed with other agencies and help deputies better respond to shootings.

The hulking, unmarked personnel carrier with a Ford F-550 chassis and engine had already caught some people’s attention.

The day before, deputies had taken it to serve a search warrant.

“We got lots of looks at us,” Thomas said.

“It’s been here since Monday. I think I saw one car driving around as we were pulling it off the trailer. I think I saw the car drive around about five times, and he was eyeballing it.”

The armored truck — marketed as Ballistic Armored Tactical Transport, or BATT — is designed to stop .50 caliber rounds.

According to the manufacturer’s website, the model bought by Potter County “is for law enforcement agencies and tactical teams to carry out missions in both rural and urban settings.”

Features include a blast mitigating floor, internal armored firewall, rifle rated roof protection and a fully armored hood clip.

It can reach speeds up to 80 miles per hour with 12 to 14 fully geared officers inside, the website says.

Thomas said the new vehicle would be useful during active shooter or hostage situations.

He said the need for the vehicle was apparent after at least four recent incidents where rifle-wielding suspects made it unsafe for deputies to approach. In those situations, the county relies on Randall County Sheriff’s Office and the Amarillo Police Department, which have their own armored vehicles.

In one incident that he recounted to Potter County commissioners earlier this year, a person with a rifle was threatening to shoot motorists on Interstate 40.

“Actually, I had to shut down I-40 for about an hour and a half until we could get down there,” he told them.

The BATT costs $250,000, but is being paid for from the sheriff office’s federal forfeiture fund, according to the county auditor’s office.

“Taxpayers didn’t pay for it,” Thomas said Thursday.

“The people that are out committing crimes are the ones that actually paid for this.”

The fund had $358,000 in it Thursday with about $198,000 set aside to finish paying for the vehicle, the auditor said.

Thomas showed off a hydraulic ram at the front of the vehicle that swung up and down and side to side.

The tip of the ram resembled the iconic bat symbol from the Batman comics and movies, but Thomas brushed aside jokes that the vehicle should be dubbed the “BATT mobile.”

“We’re going call it the Peacemaker,” he said. “This is our peace maker.”
